Use my lightning breath weapon to blast the chain devil, then approach it.

34 damage, unless the devil makes the DC 16 Reflex save (which would mean 17 damage). Same with any chains lucky enough to be in the straight line between me and the devil.

I'm going to assume that Doom's action is still valid.

Use slow breath on CD to temporarily combat haste.
DC20 fort save

2 rounds slowed, 1 if it makes the save
