I'm leery of giving Cherish the pendant since she already has an incredibly important use for her SPP; keeping all the other meatsacks alive.
I'd say knowing the GM, odds are 50 or better that it's simply a gag item that permanently consumes an inventory slot in exchange for amusing cosmetics. In which case, we probably don't want one of our powerful characters using it.
Nah, given what we had to do to get it, I'm pretty sure it's a legit item.

If the pendant were the only thing in that loot drop, I'd be inclined to agree, but we got 3 other items (and the necktie is quite good.) I am always suspicious of GM generosity.
Goombess has lots of SP; if she uses the pendant she can still cast even without overcharging (and it only costs MSP to activate, not SP, so that's plenty to play with there.) She also isn't going to have any other demands on her SP as her other options aren't overwhelmingly exciting.
Goombess is also less important than the Big Four in case this gift has a hidden drawback; if it ruins her combat ability, oh well, she's already relegated to Passive Party tattle duty anyway! If we gamble and lose we're at where we are now, and if it turns out to be a good buff then great, the next time the party inevitably splits she can step up in a big way for whatever team is light on help.
And of course, since this item has the potential to significantly alter Goombess's power level (instead of just providing a new twist or new options to existing characters) she stands the most to gain from the perspective of character development and spotlight sharing.
