thats because you should only have one labor at most at this point in the game(meaning at most this turn you can build 1 and only one thing)

IIRC, when you put in a turn that will use more resources than you have, jobs just don't happen until you end with a positive balance.

No, you should still re-do the turn so that you can choose which job the program does.

That's because you have no labor.  You didn't improve your city in order to get the labor.
