So... We made this:

Hadrian Culture

The Hadrians always lived, as far as they can remember, in the plains
. This made them a down to earth people, with little knowledge of the outside lands and no desire to explore or emmigrate. It does, however, give them a rather high population and a culture with a great importance given to simple agriculture.

Originally, Hadria was ruled by a powerful monarchy
. The monarchy was despised by both the people and the nobles, and it did not last very long in the recorded history of Hadria. Its downfall was quick and brutal, and the Hadrians still frown at the idea of only one man to rule an empire. The current political system, with the emperor and the senate dealing together for the advancement of the nation, is 250 years old.

The aristocracy and the bourgeoisie have held the power
ever since, controlling the senate with an iron hand. The people is often ignored, which is why the rise of the Populares was an extremelly strange event. The plebs are rarely satisfied with the current setup, for obvious reasons, and hold little love for the powerful.

Wealth, Wisdom and Temperance
are the characteristic most prized in the Hadrian society. Individuals are expected to think before acting and to be able to go far in life no matter how they began.

Hedonism and jealousy
towards others is widely unaccepted by hadrian norms, as many see these two sins as against the Hadrian way of life, which preaches wisdom and thought above mere pleasures.

Men with education
, such as philosophs, men of letters and doctors are extremelly respected within Hadrian society, as they are often considered to be the summum of wisdom, knowledge and temperance.

Other religions are tolerated, but the religious will often try to convert others to their faith.

I'd like to play, but I don't think I understand the rolling system for it, nor whether we may be allowed to play as rebels/politicians in foreign nations...

I'd like to play, but I don't think I understand the rolling system for it, nor whether we may be allowed to play as rebels/politicians in foreign nations...

The rolls mostly use RtD rules; you cannot, however, start as a rebel or a politician in a foreign nation. You might be able to play as a foreign ambassador in Hadria though, but that is for Shoortandrun to decide.

The players of rebels without a cause will be summarily executed by the younger and more dashing GM. Historically, characters who have been created just to stir things up or act as an antagonist have caused quite a lot of trouble. You'll need a better reason to rebel than just wanting to play the odd man out - That's what the isolationist party is for.

Oh, and Sheb? Please read the following if you weren't aware of it:
Azthor mentioned via IRC that only three regiments/legions/military forces are allowed in the capital: His, mine and ghaz's. Also, I don't know if the Emperor would allow every noble raising their private army, you'd have to confirm that with him.

Sheb, it is assumed it is an already established law and that all Senators would know it. Break it if you want, though.

It is an offense, only three armies may ever enter the Capital, barring extraordinaire circumstances; if everyone can enter Hadria an army, what is to ensure the Emperor and the Senators' safety? I suggest that you retcon it, lest you risk accounting through appropriate judgement.

The parading legions don't fall within the above yet due to having, until very recently, been sitting at the Capital all day long; and the Praetorian is still too small to defend it on its own.

Well, my issue is that you didn't promulgate that law IC. You can't just assume they already were this way. Last time I checked you have the right to promulgate law, but bending space-time is restricted to GM.  :P

So: a) You promulgate it IC now, and we'll see how things go.
b) A GM rule that this was actually already a law and I'll retcon. (Actually, maybe you had GM agreement on IRC, but I simply don't know that. Just tell me if its the case.)
c) Things stay the same.

Have it patrol the city, referring any crime observed to the Praetorians

Although their relatively small numbers reduces the area they can cover and makes their overall contribution to crime-fighting, it does earn you a few commendations from the guard captains... And they let slip the fact that you have household guards inside the city. However, if the senate should hear of this, they might start raising all hell...

Seems self-explanatory, no? Armies aren't allowed in the city without imperial/senatorial approval... Though you can by all means retcon, I didn't warn you before the roll so it doesn't matter.
