Yeah it'd give a bonus to resisting the taint of the Warp, and the like to your troops as long as you stood with them in battle.

1st Month of Service in Fendark Hive City
"To be just, our law must be cruel." - Shira Calpurnia

Fendark Adeptus Arbites Branch
You find yourself being harried off the shuttle the moment it lands, from the steps they rush you though an airlock set into the side of The Wall, you catch barely a glimpse of the two Carpace armored guards hefting Boltguns as if expecting an attack at any moment. With that you find yourself in the airlock, the door comes close behind you, and the sound of air flooding in to match the air pressure inside hisses at your ears before the identification sequence begins. You spend the next two minutes speaking various pass codes, identification phrases and the like before your finally hustled into the inner area of the Arbites High Command building.

There is a hushed silence over the entirety of the room as a few people move back and forth from computer to computer, and even from person to servitor sending messages they wish to keep a secret for only those they choose to hear. Nodding your head at the activity you walk down the stairs leading out into an open area in-front of the rows of databanks, and working people. Giant screens cover the walls here, and maps of the main levels constantly move about the screen displaying various dots and symbols marking out patrols and suspected gang hideouts or the like.

Looks like your job starts here ...

Lacton George
You sit on a bench a little ways away from the training field where your men now train, a few of them seem to be gaining ground on their sparring partners at first, but a couple of quick low blows, and a kick or two here an there and those men who thought they were doing well found themselves on the ground. You've been in control of the 1st Regiment for more then a month now, but so far only handful of the Shock Troopers had managed to best some of the Pacifiers in fighting in such close quarters.

Most of the Shock Troopers preferred to be behind the rows of the Pacifiers Suppressor shields or behind Aegis Defense Lines where they could use their guns in relative safety. You've been trying to beat that out of them throughout this month, but your time is running out as your going to have to lead the 1st out into the field within the week or the Higher Ups may very well find someone better suited for this job than you, or more precisely someone who gets results instead of training his troops all day.

Standing up you brush some dirt of your pants and think, 'Now its time to get to work ...'

Varnias Victus "Gunner"
Your troops fall in behind you, many of them looking down the alleyways that line the street you walk, your destination is the building up ahead a tall dark rusted thing that is a tad bit cleaner then the others, 'And by that,' you think shifting the boltgun in your right hand to the left, 'I mean we've killed some of the scum that were hiding in it.' With that thought you look around at the dozen or so bodies that litter the streets, they were members of gang called the Red Raiders, or at least they had been screaming For the Red Raiders as your men mowed them down.

You grimace slightly as you look over your shoulder at the two wounded Arbites being cared for behind you, one of them would live to server the Emperor again, the other ... the other would be meeting the Emperor soon enough for the prices he paid in the name of the Emperor. Turning your attention back to the building you signal to the squad of Peacekeepers you had decided would raid the building, they quickly split into groups of two or three and slide into cover in the alleyways near the building as you take two or three of the men aside to begin giving plans for how the raid would commence.

Lucian Fanorin
You give each of the twenty five or so men following you a sharp calculating look before nodding your head in approval, they we're around four-fifths of the men in your regiment. As usual it was time for a Judge and his men to do the patrol routes for the armed convoys, this time it was your name drawn and your men have been grumbling about it ever since. More then once in the past couple of weeks the local gangs have gotten the courage to have a couple of their men take potshots at the armed convoy, last time it happened they managed to kill the shooter, but two men died and a stray bullet nearly pierced the Tauros's fuel tank.

Striding out of the thick plasteel door leading out into the midst of the checkpoint you and your men ignore the militiamen moving about inside of the various Aegis Defense Walls, and small heavy bolter nests that make up the checkpoint. The recent rise in gang warfare has led to this change in the city, and perhaps the new commander would begin putting more men to patrol the streets. Pushing that though aside you pull yourself into the passenger seat of the Tauros, and several of your men mount the thing as well, one of whom mans the heavy autocannon gleaming behind and around eight to twelve inches above your head. A slight comfort.

The driver looks at you as he waits for orders on where to go to, and the men not in the Tauros fall into columns of three on all four sides of the Tauros. Hmm ... where to inspect?

A) A Quick visit to the Cathedral to pray, and ensure the gangs had not touched so far up the Hive.
B) A visit to the manufacturing levels of the Adeptus Mechanicus, last you heard House Truthan had dedicated a few squads of its arms-men to help police that area of the Hive.
C) A patrol of the lower parts of the main Hive in search of the gangs, and perhaps insurgents
D) A visit to the Noble Houses, House Fresa and House Truthan might accept you with open arms and who knows what you could learn from them about the recent increase in attacks.

Mercinius Ovator
Screams, and yells fill your ears as you crack a man charging at in the head with your shock-maul, he drops the knife in his head and collapses to the floor as you turn your attention to the chaos before you. Arrayed before you is a massive mob of people pressing against the wall your men form below, some rocks whiz by their heads, but the true danger of the people before them is truly small as numerous rioters drop along the line, either knocked out by the suppressor shield itself or the shock-maul wielding Arbites behind it.

Looking along the line you see several points start to push back into themselves, but a few hurried blows from the troops and the line, well actually a semi-circle, forms back into cohesion. Even with that the riot continues unabated, the rioters before you are mostly starving citizens who had been receiving food from the warehouse behind you until someones yells of For the Red Raiders spurred them to try and force their way into the warehouse.

All around you the riot goes crazy, but back in your bubble of peace behind the wall of anti-riot soldiers you stand with a full squad of men also geared to take on situations such as this. Looking at the situation you frown as you begin to think of a plan to fight them back.

C, If we are to fight Insurgent troops, we must fight them at their source when they aren't ready for it. We know our duty and we will do it. As Imperials, AS ARBITES!

Order my men to fall in and then head into the city to patrol the streets and listen out for any rumors about the gangs or heretics. My men are to march in a box formation 2 pacifier squads in front 1 on each flank and 1 at the rear with the shock troops inside the box.

(( I'm assuming my Shock troops carry stun, gas and explosive grenades for the launchers? ))

Order my men to fall in and then head into the city to patrol the streets, head towards the warehouses to check all is quiet. My men are to march in a box formation 2 pacifier squads in front 1 on each flank and 1 at the rear with the shock troops inside the box.

Your grenades launchers has two types; Lethal, and non-lethal. As for your action, sorry but I will not accept that, it's meta as heck, the possibility of someone going to the one place that has riots right when there is one when no call for help has been made is very slim to none. Anywho your to far away to make it there by the time Dragor puts down the riot.

Ok.
Was doing it more out of common sense since throughout history riots tend to happen around food supplies.
But I'll change it a bit.

Try and push the riot back. No mercy for those who can't abide the law! Try to to find the key figures in the riot to eliminate the danger and to shatter the morale of the riot.

Battle of the Warehouse District

Spoiler: Stats (click to show/hide)

Combat Round 1
RG 1 (7) Vs SR 1 (2) - SR 1 has been pacified.
RG 2 (3)  Vs SR 2 (4) - Nothing
RG 3 (2) Vs SR 3 (2) - Nothing
RG 4 (5) Vs SR 4 (1) SR 4 has been pacified[

The battle continues on before you as you scan the crowd for the leaders and instigators of the riot, but any sign of them is swallowed by the masses pushing, and fighting to get at the food behind you. Your men on the flanks of the semi-circle join together and unleash a quick coordinated assault, a couple dozen of the starving assailants collapse before the attacks before the shield wall becomes solid once more. Out of the corner of your eye you see a few people shouting atop crates from deep within the rioting group, knowing these are the leaders of the riot you give a signal to the men behind you and take your own shock maul in hand as you charge forth with the men at your back.

Your Tactic, Break Through: (Causes Morale Shock, Gets you to SR 10, the supposed Riot Leaders) [6] vs. [4-1=3]; [2] Two units of Starving Rioters fled.

Combat Round 2
RG 1 [3] vs SR 5 [1] - No Result
RG 2 [6] vs SR 6 [1-1=0] - Two Damage Dealt, Starving Rioter 6 Pacified
RG 3 [4] vs SR 7 [3] - No Result
RG 4 [6] vs SR 8 [3] - One Damage Dealt, Starving Rioter 8 Pacified

RG 5 [5] vs SR 9 [1] - One Damage Dealt, Starving Rioter 9 Pacified
RG 5 [1] vs SR 10 [1] - No Result

You and your retinue smash into the human sea of rioters, swinging your shock-maul in every direction the charge seems to falter for a moment, but the rioters see your dedication, and the ruthlessness with which you fight, many flee as your men batter through the first group of rioters to face you, and push on heading for the instigators.

Behind you the rest of your men break from the wall to face the remaining rioters, the battle is short and only half of those who stood to face them remain as the dust settles, only a two or three dozen rioters remain to face your men as you surge forth once more.

Combat Round 3
RG 1 [4] vs SR 5 [3] - No Result
RG 2 [8] vs SR 5 [2] - 2 Damage, SR 5 has been pacified.
RG 3 [4] vs SR 7 [1] - 1 Damage, SR 7 has been pacified.

RG 5 [4] vs SR 10 [5] - No Result
RG 4 [6] vs SR 10 [4] - No Result, Morale Shock - [6=Rout], Prisoners - [4] vs [6] Instigators caught

The last moments the battle are complete chaos as your men shatter the remaining rioters morale, and many begun to run for it while just as many fall to the righteous justice your troops deliver. Your battle goes almost as well, at first the battle seems a stalemate, but soon after one of the other squads smashes against the flank of the instigators and the rout begins. Few escape and soon enough the square before the warehouses is all calm other then the square of prisoners standing in the center surrounded by twice as many of your men, and the collapsed heap of unconscious rioters.

That done you contact command over the micro-bead, and soon enough they have a small force of militia in route to bring them in for questioning, looking down at the prisoners from the stairs before the warehouse you begin to ponder your next move ...

End Battle Report
Survivors
2 Riot Guard (Riot Gear, Flak Armor, Green, HP - 1/1, Morale - Poor)
2 Riot Guard (Riot Gear, Flak Armor, Bloodied, HP - 2/2, Morale - Good)
1 Riot Guard (Riot Gear, Flak Armor, Green, Hero Attached: Dragor23's PC | HP - 2/2, Morale - Poor Morale)

Destroyed
7 Units of Starving Rioters

1 Unit of Riot Instigators

"Hail the law. Good work men." says Mercinius with a snarky smile on his lips. They're all still wet behind their ears, but they did indeed a good job at pacifying these rioters.

"Protect the warehouse. I will contact the HQ to see if  they're any other riots... Rebels don't sleep after all."

Smoothly the Pleasure Barge makes contact with the Landing Pad in the Upper Spires. Lord Commander Charles Tiberius Stonetree, a man in his mid 60s, clothed in the newest imperial fashion leaves through the ramp, next to him the Planetary Governor and following the pair an arsenal of guards, nobles and assorted spitlickers.

A pleasure indeed Governor, thank you very much for this most entertaining vacation, but sadly my duties are calling.

"Of course Lord Commander, have to keep up civilization in the lower parts of the Hive, i bid you farewell."

a quick handshake and off goes the barge. Turning around Charles cleans his hand at his tailored Q'orl-Silk suit.

Ech, a disgusting man. Bugg?

The only other person remaining on the Landing Pad, was Bugg, Charles personal secretary and unofficially his man-servant.

"Yes master?"

What are my appointments for this day? Can i get a shower and out of this suit?

"No Master. You have an appointment with the other commanders of the Arbites, the new arrivals..."

getting from his pocket a small mirror he began fiddling with his well-kempt and perfectly trimmed beard.

New Commanders? What happened to the old ones?

"3 were hanged by your orders master, one got shot in the last Pottery Uprisings in the lower Industrial Districts and the last one i believe suffocated on a grape, if my notes are correct."

Ah yes, Kirolf, or was it Kiras? Ah yes Kissar Unvag, that fat gluttonous bastard. Served him right.

"Uhh, Master, it wasn't exactly an accident you ordered..."

Yes, Yes i know. Still served him right. Anyway, where are my Guards?

the man servant scratched his head for a moment and "hmmed" and "uhhed" around for a few seconds before answering.

"Propably putting down the riot in the Warehouse District, Master. That one that has brewing since weeks before we went for that vacation..."

Ah yes Bugg. But still such a minor Riot is no reason not to give me a welcome comittee, remember me to mention it as insubordination in the offenders record. But what are we standing here? Let us proceed into the warm confines of the Situation Room.
