I'll allow other forms of combat in a lightsaber duel, but let's assume they begin a few paces within eachother, and note that lightsabres can deflect energy (though the point may be moot if there is a whole shitload of it, as there almost always would be). I think it might come down to who is faster, depending.
If we follow FF Tactics, most black magic elemental attacks take up a lot of space, so Black Mage would have to either push taskmaster away, or get away.

I think a lightsabre duel means dueling with lightsabres and nothing else.

I think it's unfair to assume that a charachter just can't use the abilities at their disposal unless it's implied in some way in the competition itself. Taskmaster, being skilled with pretty much all weapons in  existence, at that dictance, already has a huge leg up anyway. Jedi Mind powers are pretty much like magic anyway.
EDIT: However, if the majority turns against me on that, i will probably cave.
