The following statute establishes the housing regulation and secrecy requirements for beings with multiple forms living within the County of Los Angeles
Section I: Classification
I.I: For the purposes of this statute, all beings with multiple alternate forms will have said form or forms classified according to the tables shown in sections I.II and I.III with all such beings being assigned a two character classification of their form or forms (eg. 3A, 0B or 4C). Those with multiple alternate forms will be assigned one classification per form, and are subject to all laws pertaining to one or more of their forms. Beings whose degree control or appearance of form changes will be reclassified according to their new status, without prejudice to their former classification.

3 | The alternate form is an magical creature or hybrid which can be disguised as human. | A human with cat ears. |
4 | The alternate form is an obviously magical creature or hybrid which cannot be disguised as human. | A dragon. |
I.III | : Degree of Control Over Transformation |
A | The being has had no involuntary transformations for the past sixty (60) days. |
B | The being has had one or more involuntary transformations in the past sixty (60) days but has been able to predict their transformations for the past three hundred and sixty six days. |
C | The being has had one or more involuntary transformations in the past sixty (60) days without being able to predict their transformations. |
II: Housing Restrictions
II.I: Those with ONLY class A forms may live anywhere in the county without restriction based on their status, so long as they
A] remain out of view of mundanes for 15 minutes both before and after any transformation in the case of class 0A, 1A and 3A forms, and,
B] remain out of view of mundanes for the duration of their transformation in the case of class 4A and 2A forms.
II.II: Beings with class 0B or 1B forms may live anywhere in the county so long as they
A] live and work within one (1) hour's travel of an accredited safe-transformation spot, and
B] remain within an accredited safe-transformation spot for 15 minutes both before and after any transformation.
II.III: Beings with class 3B forms may live anywhere in the county so long as
A] live and work within one (1) hour's travel of an accredited safe-transformation spot,
B] remain within an accredited safe-transformation spot for 15 minutes both before and after any transformation, and
C] refrain from leaving the transformation spot while transformed without first having their disguise verified by an accredited attendant.
II.IV: Beings with class 2B or 4b forms may live anywhere in the county so long as they
A] live and work within one (1) hour's travel of an accredited safe-transformation spot,
B] remain within an accredited safe-transformation spot for 15 minutes both before and after any transformation, and
C] refrain from leaving the transformation spot while transformed.
II.V: Beings with ANY class C forms are required to
A] refrain from spending more than one (1) hour per day outside of magically hidden areas, except in case of emergency.
III: Establishment of Werebeing Settlements
The Council of Archmages shall meet with the leaders of the werebeing community to discuss the construction and funding of a permenent settlement for werebeings with class C forms within one year of the passage of this statute into law.
IV: Accreditation Processes
IV.I: The following locations are declared to be accredited safe-transformation spots:
1] The Werebeing inhabited sections of the Los Angeles sewer system.
2] The Offices of the Committee for Fantastic Beings

4] [Insert Any Other Werebeing Settlements I Don't Know About Here]

IV.II: Additional safe-transformation spots may be accredited so long as the site:
A] is owned by a person already aware of the existance of magic,
B] is deemed to be suitably hidden from mundane observation by an inspector from the Committee for Fantastic Beings,
C] contains at least one room of 3 meter by 3 meter or greater floor area,
D] is staffed at all times by a minimum of one volunteer attendant approved by the Committee for Fantastic Beings, and
E] remains available for use as a safe-transformation spot at all times save for those posted at least one (1) week in advance.
IV.III: Expediated accreditation is available for sites which are:
A] magically hidden from mundane detection, and
B] is being used as housing by a being with multiple forms and no previous criminal record as of the passage of this statute into law.
Expediated accreditation requires neither inspection by the Committee for Fantastic Beings nor the presence of an attendant.
IV.IV: Exemptions to all or parts of sections II and IV of this statute may be granted on a case by case basis if approved by:
A] the Chairman of the Committee for Fantastic Beings, and
B] a minimum of one (1) Archmage who is not the Chairman.
IV.V: Resons for granting such an exemption include, but are not limited to:
A] the defense of the safety or secrecy of the Realm of Magicial California,
B] allowing a being with a class C form to move between distant magically hidden areas,
C] allowing a being with a class 2 form to transform in a location appropriate to their form's appearance, ie. in a zoo, or
D] [Insert Other Good Reasons Here]
IV.VI: An automatic exemption to section II is given to any being who applies or has applied a spell, potion or other magical effect to prevent mundanes from noticing their transformations for the duration of the relevent effect.
