When I sign a player that has very high (5 stars) ability for the team, sometimes they do worse than my other players. Why this keeps happening? My scouts are too stupid or something?

Iirc, it's not 5 but 7 is highest.

Bribe, buy, steal assistant manager with 17+ in his judge ability/judge potential. It's he, who determine amount of stars for your players in all selection lists.
Obviously, your scouts must have this stats high.
And, as you understand, current ability is what determine player current prowess. If he is just talented, potentially 7 star, but his current abilities measured as 1 star, he's not going to do wel compared to matured 3/3 guy.

Also, star rating is relative to what expected from your team. You will get better stars if you say "avoid relegetation" and you will get alot of 2/3 stars if you foolishly praise your ass into "championship" with team fool of tools.

How long before someone makes a custom team full of Bay12ers? If that's gonna happen, I'd like in.

Wait, what? I don't think so. World class players like Messi only get reported as 5 stars, no matter who I play as or who does the scouting. I don't know how it would be possible to be above a 'star rating for the senior team', unless there's players with only 20's in every stat.

Yeah, I just ran my 2011 copy, it's now have strict 5 placeholers for stars. In previous versions wasnt any, so it could exceed if player is much better than your team.

I actually liked it that way more. When 5 is max it's difficult to distinguish between two players with 5

True, but the ratings change pretty often, especially when you move up leagues/get better scouts and coaches. Players I signed in the BSS as 5-star guys are now 3, 3.5 at most (just got double promoted to L2, yay!)

And also, technically there are the silver stars for youth players. So you can have 0-5 silver stars, then 0-5 gold stars. Lots of room there.

What's the time commitment style for multiplayer?  "Log in and play whenever", "Every Saturday from 6 to 10 PM", "Send the turn to the next guy before he gets mad"...

Yeah, thats why I said ratings is relative to your expected position (screw my wording, english is not my main). And if I recall correctly, youth players actually can have yellow perspective rating. Shizz, all that differences between versions elude me.

Unfortunately I have no idea. I had the same issue when I quit my team and moved to a rich Dutch club. Usually I just remove useless prospects from the shortlist right after scouting if they're never going to be worth my time, otherwise the 'players' search gets very, very, very cluttered with useless scouting reports after even a year or two.

Shortlist is a manager property.

It's not even problem about moving clubs - your old reports never getting updated without rescouting, so you need to clean your shortlist whenever you change divisions. You know, that 5 star striker is not even close to five stars after you got promotion. You will rescout him after and he will be 2-3. Again, it's relative

I wanted to do an organized thing, but the more we thought about it the more we realized it wouldn't work. So now, Bascially, if there are enough of us around, I'll do an interest check if someone brings it up and we'll go if we have enough people to feel like it matters. Add me on on Steam and next time we're playing, I'll clue you in. (We're doing it right now as of this,  post, but its not optimal as we're having a less than ideal host on temp hosting duty as the normal one is gone.) Our communication is all through the DFC teamspeak server, which I can give the details to you over steam.

I know it's unrealistic, but I can't help but imagine little bearded babies for dwarves. In my mind, they come out of the womb fully bearded. That's how the mother carries them around, too, she just drags them around by the beard or ties it to her belt.
