At the moment we gave virusses, gathereres and a fricking space laser working on managing the algae. It's best if we just keep it stable at the current level. Ie economic profit and no loss of reputation.

I doubt we'll ever get walls but there are enough failsafes that should prevent anything going wrong.
The current science plan accounts for retrovirus DNA manipulation. ( If other adjustments to their charasteristics need to be made , please tell me to add it ).

Water tends to be bad to shoot laser through. However if we ever set up a base in water we might need to develop sonic weaponry. Sounds carries very far under water and really loud noises can kill fish easily.( By manipulating the sound level you can even attract/ repell different kinds of fish.)

Styrofoam walls float, last long, and are easy to create. Plus you can't reproduce through it. We can make something more long term and durable later. Like fixing pipes with ducttape and superglue.

Nope. Instead of what's commonly understood electricity striking open water will not result in fried fish. Instead the power quickly dissipates whitout effect. It is about the same as an electricity cable on the ground. Dangerous if you within 1 meter, completly harmless anywhere else.
