Personally I'm really hoping this makes the justice system more useful. At the moment I never build prisons or appoint a captain of the guard because there is no benefit to punishments or imprisonment. If the justice system is expanded to include an investigative element to it, and if it is possible to have 'bad' dwarves, then suddenly it makes much more sense to run the risk of random beatings in return for a defence against infiltrators. That in turn will make filling mandates more important, which is good.
