In a way, it is. You can put everyone in your WTA except France. Even if you conquer and annex France into the United States, it still leaves the WTA in the next year.

Not only that, France won't even lead their own World Team Alliance. In my 1997 Scenario, I set France as a socialist state. Even though it was a great power and leader of the France WTA, none of the other socialist states were on the France WTA.

The game designers must have got lazy and just plain prevented France from joining any WTAs so they wouldn't join the USA's WTA even though they are capitalist.

That's not it exactly. France will join its own WTA if it reaches Great Power and isn't an ideology held by any other WTA, but they will be the only member.

Actually France will have its own WTA once it reaches Great Power even if they are still Capitalist. Not only that, they will actually steal 2-3 random countries from the United States WTA.

France is probably one of the hardest nations to deal with, too. Being a dick to them seems to cause massive popularity drops.

Yeah France can be a pain. After I complete my World War Three (1990) Scenario, I may actually create a second version in which France is Communist and on the Soviet WTA (at least for 1990).

I have a bit of an issue, it seems as if the post WW3 cold war save is completely gone from my computer. I've done a game of plain Post Apocalypse, I'll do the cold war one when I find my backup of the save.
