I'd love to make the lore for rival gangs in the city, specially the one I had earlier-pea green coat man with the garish hat and Hacturi enforcer Awalia.

You are wasting your time. Those gangs will all be wiped out or assimilated until only the Fists remain, regardless of flavour.

Of course I expect the goverment to get a small cut of the profit for not destroying the Fists the moment they set foot in the city and ceasing all their activities and such...

So far William has conquered a city- Or will next turn-, a castle, and killed more people then I can count on both hands.

Most likely very few people in the Storm coast knows Northlandic. It would be incredibly stupid to send a message to someone who can't read the writing.
If I did send one the stupid way, all it would contain would be all fifty runes for bastard.
