Nothing. That situation is entirely ludicrous! Every dwarf would rather have a mug of ale, or even a dwarf leather mug, than a king.

What would Urist do if he had a fell mood and it went all Planepacked?

Create an amulet that channels some 500 dwarven souls into a beam of pure malice. Use it to forever rid the world of badgers. (coincidentally, this doesn't work. I tried a planepacked fell mood and he just stopped doing anything after dragging the first body back to the shop).
