Is this normal?

And if so, what can I do about it?

1: Clutter.

Often, I find lots of clutter around my fort. Weapons, armor/clothing, that the dwarves refuse to pick up and stockpile.

2: Forgotten beasts

If you do an abandon, and you had a forgotten beast or two on the map at abandon, you will find the forgotten beast on the surface on reclaim, even if the caverns had been sealed off completely.

Both yes.  Cabinets help the clutter, weapons help the FB.

Cabinets in rooms that dwarves own hold items dwarves own. Dwarves will automatically try to own many of the clothing items created by the player or dropped when goblins die. You can check by loo[k]ing at the item in question. It will also need to be unforbidden and accessible, of course. Dead creatures' items might be forbidden by default if your [o]rders menu's forbidding subcategory has certain options toggled. If you want to dump unowned items, make sure the orders menu's refuse subcategory has outside-refuse option enabled.

If you decide to try this route, it will be important to immediately pause the game and put your dwarves in an impromptu military setup right at the start, of course. It will also be rather risky if everyone's armed in copper, and thus you may want to mod the raws to give yourself a better army if this isn't going well. :)

Why couldn't my vampire Hammerer eat someone useless, like a migrant? Instead, she went after my only gemcutter.. but sadly there were no witnesses, so I convicted someone's pet duck as the murderer.  It got off easy, with no beatings or jail time.  >.<

Not if the FB is magma safe, and I know at least one of these are, being made of rutile.

Wow, how original and not super-impractical at all!
Seriously though, 1.) You can hide it by pressing k, then pressing h over the items you want to hide. Or for speed, you can press d-b-h to hide large areas at once.
2.) Get weapons. Get armor. (optional) Get training. KILL

You can also deal with the clutter by "dump stockpiling", as in designate a garbage dump somewhere close by, then tell your dwarves to mass dump all of the clutter you have. This isn't 100% effective I find, they'll leave a lot of articles (if a dwarf has claimed ownership of an object it won't be dumped, in my experience), but might help a bit, especially with weapons and armor.
