Galactic Democracy have no chance to work imo in this setting. Besides that would mean loss of Houses influence, we're to greedy for that Anyway looks like nobody is very fond of current status quo so we probably get to smashing  some zealots soon.

So we, the Triumvirate players, decide together on the actions of the Triumvirate and seperatedly on the actions of our private holdings? Do I have that right? And what are the prices of the various military units?

And the total faith percentage of Demeter is 101%. Also, the moons don't seem to be taken into account, or the inhabitants under our control at least, unless you're gonna add them seperately from the planets they orbit.

ShadowZanes idea was good therefore the new system:
You three agree on how to spend your budget on the different Systems
but then each of you controls one part of them:
One is Chief of Research
the second is Chief of Society
the third is Chief of Economy
you decide on how to spend the money(you send me the Orders via pm without telling the others) and how much goes into your privat chests or if something wanders into your private territory...
Then at the end of the turn you rotate through the roles. If Spoon would begin as Chief of Research, he would Continue as Chief of Society the next turn.

Military and Covert Ops are handled different altogether:
You have to decide together on Military Tactics and Military Outfitting  no matter whether you reach a Consens each of you send me his Orders. Now Comes the Problem:If Player A decides that you need a bigger Fleet and Orders the Production fo 50 Battleships and Player B decides that you need more Ground Troops with Player Cs support, officially you will come to the Consenus that only the Ground Troops are expanded...however Player A can still send me the Orders he thinks are right...long story short the budget for military production will be 2/3 used for ground troops and 1/3 will be used for new ground troops...and so on...
