I'm fairly sure that the faster you're going, the higher your evasion is, yes.

I'm fairly sure that the faster you're going, the higher your evasion is, yes.
Ah I poked around the forum and patch notes, and they said something to the effect that if you are in a strike craft, and you are going (more than a little) below your flank speed, your avoidance is reduced proportionally.

Which means that avoidance won't do me any favors in PvP, since it's just one big short-range knife fight at low speed for me.  Oh and of course missiles are immune to it.

Well, there's a difference between "This is an MMO for people who like MMOs", and "This is a licensed game for fans of the series".  They have mostly ill-conceived notions of it reflecting badly on the Sci-Fi channel.

Still.  Don't be like me and say "Feck" out of a personally-driven desire to not swear on-channel.  It's considered too close, and will get you banned too.
