Because in a 9p game, there must be 2 scum.

We already know he is not one of the two scum.

Therefore, his replacement role may only be a townie role, unless we alter one of the scum's roles.

But if we alter the role of a scum player, making him or her town, then that player will know his partner, and so we must perform a complete "random" re-shuffling of the entire scumteam.
