For my fallout game if the weapons went past there accuracy they had another set of numbers say 14 - 17 with a  50% to hit and past that it always misses. And for damage I compared it to the type of armor the enemy was wearing all the armor had a defense number and it would deduct that from the attack

Take a look at any game that use large amounts of enemies.

Countries at War and Phantom that aint going to work you realize you need to get an actually copyright. I still want to run a game with 4 people that will let me get used to controlling large amounts of movements and the like

Yep. The main problems were:
1: The way of selecting countries was very crude, but likely the best I could get.
2: The battles took way too long for me to do.
3: Keeping track of everything also was a problem.
4: The units were very likely unbalanced.

The first could be fixed by either using real world maps, or making a much bigger map with names and such, and the second could be fixed by just using a few dice rolls instead of a shitton of dice rolls.

Also, adwarf, just in case you're wondering, if you really want to put my game's old rules on the OP, go ahead. But a warning; they're quite... Ehh, not that great.

Ok I had an idea

Name: Call Of Duty ( help with this part its a suggestion game

Story: You are the commander of the 4th Battalion ( the battalion has a minimum of 10 and a max of 50 people )

Ok now I need Help with characters to put in the battalion heres the format

Rank:
Weapons:
Class:

now example

Name: Christopher Ashford
Rank: Private
Weapons: M1A1 Thompson
Class : Machine Gunner

So will you guys help me make some rules for combat and a system for buying new equipment as welll as some characters to use

I just told you say someone has 100 Infantry ,  50 Archers , and 10 cavalry
That would be three rolls one for the infantry, 1 for the archers, and 1 for the calvary
