Choosing who to promote is easy. See, they write down everyone's name on a piece of paper, and then scatter them about a pen. Next, several chickens are dropped into that pen. The person whose paper is shit on the least gets promoted. It's quite simple, really.
I thought Chickens were extinct by 2040.

Armour, then Sonic weapons. From what I can tell from the X-COM wiki, gauss weapons aren't as big as a step up as laser weapons were in the first game. Going straight to sonic weapons is probably best.
