In my (admittedly limited) experience, you should go for sonic weapons and rush to the Oscillator first, making diversions for Sonic Pulser and/or Mag Nav -> Transmission Resolver if they come up. Unlike in EU, the Sonic Oscillator requires all three weapons (and three clips) to be researched first, which takes long than you think. Sonic Pulsers are useful for indirect kills in the early game, where almost all your aquanauts can't hit the broad side of a barn. Transmission Resolvers are essential for detection of USOs, always a priority.
