You could just remove the "move item" option all together and require a liberal to carry it over.
The current inventory is a bit weird for that matter, it would be nice if people could carry additional items with them. I would like my guy to carry a spare outfit for a mission to change, for example.
Maybe you should have to buy and carry a backpack or something. A backpack would decrease your disguise rating in protected areas (or maybe it would be an 'outfit' kind of thing, with expensive suits/dresses 'matching' expensive satchels, and cheap suits/dresses matching cheap satchels, etc.). Because an inventory in the traditional RPG sense doesn't make much sense without one. People would probably look at you strangely if you were wearing a suit and carrying a police uniform.

A few versions back, a squad could carry an arbitrary amount of items, leading to most liberals constantly hauling around ten assault rifles, a hundred magazines of ammo, fifty sets of dirty, torn clothes, some police uniforms, some guard uniforms, some death squad uniforms, some lab coats, five swords, three pitchforks, a torch, twenty laptops, thirty two PDAs, seventeen bottles of weird chemicals, nine bolts of fine cloth and basically everything else that now accumulates in safehouses after you play for a while. The the Liberal Inventory was cut, and the move equipment menu was added. It was definitely an improvement over unlimited carrying capacity. I guess ideally there'd be stuff like backpacks and a limited inventory, although there'd have to be something else too to keep moving equipment between safehouses from being too much of a hassle.

Well my main point is that when you break someone out of jail, you cannot bring an outfit to dress them for example. It would be a nice feature.

You still have an unlimited amount of items in your inventory when you loot a place, so it looks like an unneeded "fake difficulty" that you cannot do the same when you arrive to a place.

On the subject of safehouse inventories, could it be set up so that an item at any safehouse is available everywhere?  It's annoying to keep track of where items are being stored and they can be instantly transported anyway.

I think with the current "move instantly" feature it would be the best abstraction.

Sieges add in only the fact that stuff is lost if the player doesn't micromanage it.

And the fact that unarmed liberals can grab items.

One could argue that the solution would be to arm all the recruits.  But most players won't want their low-level recruit to be arrested/shot carrying an expensive AK-47.  And that same player would likely want that same low-level recruit to be armed with that same AK-47 to defend against a siege.

So the game would lose some tactical flavor with abstracting all inventory.  Although, one could also add an "equipment screen" to the beginning of the siege, so the player can extract any weapons from storage immediately prior to the siege.

I think the player should still be able to move items to different safehouses in order for sieges and raids to work as they do.  But when equipping an item, it should automatically move to a liberals location.  As it is now you can still move it, but you have to go to a different screen to do so.

The main problem is the fact that random loot and other stuff can be placed in a foolproof safehouse so it will never be lost during raids IF the player is willing to micromanage. Not so much of a benefit, since frequent raids -> plentiful money, but I oppose encouraging micromanagement in any case.

It's already possible to use an empty safehouse as a warehouse.  The only difference is that I'm suggesting less micromanagement.

Yeah, I can see how some kind of "limbo" space for items would make sense.

I still like the idea of an "equip" screen prior to sieges.  Perhaps the "equip" screen is limited to one screen or something, and abstracts the idea the liberals can always sneak a few shotguns past a siege to help their comrades.
