My ideas, although crappy:
-Internet access, for one. Safehouses would not have Internet access, but would be granted if given a generator and a front for the location. However, once heat passes a certain limit, law enforcement authorities may and will cut off such access from the location. However, apartments will not be subject to this rule and will always be given internet access.
-Early warnings: In higher-class apartments, there will be notices given to landlords regarding raids. If the landlord has been converted, then it would be possible to be able to see raids on an apartment before it happens and prepare for it (evacuate the place, basically). The exception, of course, would be when the DETH squads are active.
-New raid mechanics: Raids on apartments would work in a slightly different manner. When enough heat gathers and the apartment is raided, surrendering to the police would be a valid, and sometimes smart, option. Unless any illegal objects or people are in the area, police will leave the people in the apartment alone, and heat will reset. However, if the landlord is not converted, or someone with illegal activity is found, then everyone who had previously stayed in the apartment for the last three months or so would get a crime: "Affiliation with illegal activities" or something like that. Having hacked using an apartment previously would automatically get everyone in the apartment at the time with the hacking crime. xD. Something like that.
-Meetings: Living in a certain district can give you a bonus or a penalty when having meetings with other people, or even dates. Nobody likes to go all the way to the industrial sector to have a meeting. Lawyers and corporate executives are much more likely to listen to the words of someone who live in a fancy apartment than someone who lives in the homeless shelter.
