It somehow evolved in the worst way over the years.

It originally started as a "Everyone can rap" sort of thing. A music style that wasn't barred from anyone.

However because NOTHING good can be accessable (sarcasm)... you tell someone "Almost Everyone can rap" and they will act like you slapped them in the face.

Anyhow Rap isn't horrible even if a lot of people do it to be really really lazy.
