Simple enough, just equip the entire team with paintball guns and tasers.

Your officers are bullet magnets, there are bad guys with masks, bullet proof armor that makes bean bag compliance ineffective and there was at least one dude on the research lab level that was immune to shock. Had to apply full spectrum compliance to him and half the time he wouldn't submit until you pop a real bullet in his knee. Was going for perfect score, 0 civillians, officers or suspects wounded and no excessive force, bringing order to chaos. It got real hard on the last couple levels.
