The Chinese government is telling the people to start hoarding food.
The Ministry of Trade posted this on their website, 'urgently requesting' people to stock up and make sure they have emergency supplies to be able to provide for themselves in times of need.
They do not give any reason for their advise.

Extremely bad weather has destroyed a substantial part of this year's harvest, and corona lockdowns have disrupted logistical chains, through area lockdowns and road closure.

Coal prices are through the roof and the power plants can't shuffle the cost onto the people (at least directly) - so they're doing blackouts in some areas. It's not around here, so I haven't heard much about it.

Best case scenario, China finally abandons coal and builds natural gas and nuclear plants in 10 days like they did with that hospital.

Edit: my wife and I just talked about it. The upcoming winter is supposed to be quite cold (houses are ill equipped for this, several people die every year because everyone always leaves windows open all the time). That plus the power issues could spell trouble.

Alternatively it is because two years ago they had to spend a ton of time and money on bringing food to locked down neighborhoods after telling people to not stockpile food. If people get stuck inside again (road blockages with snow, maybe),  this will lighten the burden.

Circulation, probably. I'unno if you've ever been stuck in a room or house without air or fans or nothing, that's not built for it, but it's the sort of experience that will rapidly have you opening a window even if it's below freezing outside.

I leave my window open, but that's just when I'm sleeping and need that extra minty fresh air in my face. But yeah, air gets stale quite easily in some buildings.
