My WTF, why do my XCOM agents refuse to use pistols? I mean, seeing a plasma sniper rifle firing normal pistol bullets is interesting once, but every time? Do my soldiers just combine the two weapons into one and just wear a pistol for show?

That's pretty shoddy reasoning, but it is rare. About one percent, IIRC.

... 1% isn't really rare. Like, at all. That would mean there's places in, say, New York, where there's possibly something nearing 600 per square mile on the upper end of things, and an average of nearly 300/mi² if the 1% thing holds steady.
