The Marines are governed by the NAVY, True Fact.  They share the same upper leadership.  When the Navy says they can fight their own wars, they mean it.  They have boats, planes, boots, shells, drones, and bombs.  And nukes.

This... This could work, sort of, if it was decided on beforehand. Definitely creative.

It is creative, and I see what he's getting at, but the rule structure where the OP is basically All Powerful pretty much ruins it, and the completely nonsensical system involved..  It's basically an attempt to try and make a multi-verse game with set rules (and a sort of "World between Worlds...[a Crossroads?]" thing).

I'm pretty sure the guy is genuinely insane, he keeps rambling about how games are connected to real life and making bizarre threats. Google searching his username shows that's he's been trying to push this on various forums until he gets banned for at least 3 years already.
