It's more of a if-school-doesn't-do-something-despite-knowing-PTA-comes-down-like-hammer sort of thing, I think. Among other things. Folks in the states (well, most everywhere, honestly) aren't terribly comfortable with the whole sexuality-during-puberty thing.

That's what the school admin and whatnot were telling people, anyway. It wouldn't exactly surprise me if that was the actual reason, though. Horny people get inventive, even when they're young.

When I was in high school, we had this whole convuleted system for those jelly bracelets, different colours meaning different things if you broke them, to keep and trade in to that person. I don't think anyone ACTUALLY did that, unless they were already doing the sexy stuff already with each other.
