We'd actually need a few thousand of those people... which might be doable, I'unno.

Biggest problem with the whole philosopher king approach is that it only works really well (Even in theory, though there's occasional examples) with city states or really small countries, that sort of thing. Stuff a single, highly motivated individual can actually manage. Larger population needs a larger leader-corps type thing to run at approaching-peak efficiency, and every candidate beyond the one makes the problem of selecting and avoiding corruption that much harder.

Theoretically there's a stable ratio of potential PK (and isn't that a hilarious acronym for philosopher king?) to non-PK population that'd enable us (in the collective species sense) to establish and maintain a stable PK led and managed society, but... no one's pulled it off, yet. Oh well.

I'm personally hoping for eventual hyper-AI led society, m'self... but first we actually have to figure out what the hell to program into the bloody thing. But hey, we've been working on the whole ethics thing for a few thousand years, now. Bound to get it down eventually.

See, if you could make stable AI fitting the PK ideal, you'd have a possible solution, barring trouble with neoluddites and/or Skyn-

That's like promising you'll make your good buddy Queen of England if you ever conquer the world. Sure, if it ever makes it that far, might as well, but it's not exactly something you'll ever have to make good on.

It depends on the geography and your empathy for people with less favorable geography. I don't believe North Korea has an outstanding Navy or Air Force, although I'm well aware that their Army is disproportionately large and well-equipped for their economy and population (I think it has something to do with not spending money on food or something; somebody read one too many GalCiv war journals, methinks), so Japan would be largely safe, unless NK were to covertly build several functioning missiles before the test launch. Which seems implausible.

Also, it seems to me that not shooting down missiles flying over your airspace from a not so friendly nation that may or may not contain nuclear weapons isn't a very smart idea either.
