See, I think it'd be fun to have a game where you live your life as a citizen in such a world. You are born, your character is randomly generated, and then there is a brief childhood segment where something happens to your parents, or nothing happens to them, etc.
You then grow up, and become part of the masses of oppressed citizens, and can choose to live your life that way, working until your character dies or is taken away by the police for some imagined heresy. You could also decide to rebel, to try to find someway to fight the government, to 'fix' the world, or do anything to find hope. It could be interesting.

I'd imagine it as a scary version of paranoia with less killing and backstabbing.

You are either not hidden from the cameras or you appear to be hidden from them. (As in, you will never know...)

There are an undesignated amount of spies.

You have your own goals (Obtain X, Destroy Y, form relations with Z...) which must be completed by the end of the game.

You all have a will meter. Having it filled means you are screwed because you put BB MUST DIE everywhere or something.

You all have a fortnight to survive or win...

Indeed I am. Alright, I add that onto my "To-Do List". Since the 1984 setting is currently still under copyright, expect the game to be placed in a pseudo-1984sque world. Start throwing your ideas in this thread, and I'll decide if I want to ignore you or not.

Is the intent that no progress is made, EVER?

It would make the game more about cleaning up messes then actual progression. In otherwords your already in the perfect world, as far as the game is concerned, and your job is to keep it that way as long as possible.

Unless your job is to essentially recreate 1984... then in my oppinion what should happen is the game should disguise your real choices so in the end in playing the game the best way possible you recreated 1984.

I find your honesty extremely refreshing!

Okay.  I would say...work small.  Make it a little game.  Think TIGSource small: something that if you were really devoted you could do in a couple weeks.  For theme, take inspiration from Opera Omnia.  You are doing "good" things, or at least doing what people upstairs tell you to, but over time, it becomes apparent that your actions are a small part of a horrible whole.  For gameplay, you could go the CYOA route for an artsy game (CYOA books sell like hotcakes after all, and it worked for Darklands, and it works for dating sims), or if you still wanted to take the high-level sim route, I dunno, aim for something the same scale as MMORPG Tycoon?  In other words, not big and detailed.  Small and easily taken in.

Big and detailed indie games don't tend to go very far before they crumble under their own weight.  Which is small.  Very small.  In fact usually they don't get off the ground.  Say "If I had a month-long vacation, I could take two of those weeks and build THIS game".  Then use that plan and don't make it bigger.  Give the player the best experience you possibly can in 10-60 minutes of play time, and don't worry about making it longer, I'd say.

Current State of the 1984-sque Setting

just some quick feedback:

Beria doesn't fit in with the other power blocs, this area of the world is currently very sparsely habitated, and seems an unlikely world power.  The core of the USSR was its western areas(shown here as part of europe),  I would see this area falling more into the influence sphere of china, or some other eastern power.  It is also cut off from the empty areas, making it not much of a world player in that front.

Empty Areas: With a backstory of world nuclear war, I would expect Africa to escape relatively unscathed.  I would suggest that the most advanced modern areas become the destroyed empty areas of this new world, with the power blocs shifting to accomodate that, (ie World United States moving into central and northern south america, maybe the southern coasts of the US)  China moving into SE asia, inda, micronesia and the eastern coast of Africa.  Europe along the coasts, scandinavia, britan, iberan penninsula, and north africa, perhaps the east side of canada.
Have the Empty Areas exist between these nations, where the brunt of the fighting took place.

While the idea of the Global "North" being turned into a warzone is hilarious, I have to reject the motion. To me, the reason the "Empty Areas" are 'empty' is because they are "empty of ideology"; it is not under the control of the Superpowers. The Nuclear Holocaust destroyed the earlier massive empires, meaning that the colonies can break away. If you were an Indian nationalist, and you knew London was nuked into oblivion, you'd see your chance to break away and declare independence, etc.

Your comments about Beria not fitting in is useful though. I'll have to modify my map to make the USSR more powerful and give them a land border with the Empty Areas.
