Yeah, Sweden isn't that bad of a police state compared to say, the UK. That isn't to say you can't be a constitutional monarchy and a police state at the same time. One is describing how the government functions and the other describes its domestic policy.

"Police state", to me at least, describes something quite a bit more severe than what we have today. Nazi Germany had elements of a police state, for example.
