Dr. Donlan explains that the city has 100 soldiers and 50 bowmen, but it's not enough.
Dr. Donlan does not want to build you a ballista.
Dr. Donlan says he can build a lot of things if you get him the right stuff. He has no materials right now, except an old water pump.

Who is Dr Donlan, and what is his speciality?
What kind of things does he think could reasonably be useful to try to build, if we could get the materials?

Dr. Donlan is a scientist. He specializes in science.
He thinks he can build things that he can build, if you get him the materials he needs to build them.
Dr. Donlan thinks about the shack. "Yeah, I've seen that. I guess someone left it and never came back. I doubt there's a key; you'd probably have to destroy the lock, I'd think."
