No, nearly all of them are not commercial. The best publicly-available ones aren't commercial due to the nature of the security field.

You must infiltrate the CIA headquarters, locate their cryptography division, and copy illegal software from the computers they use for cracking secret Chinese nuclear launch codes and whatnot. And while you're there, swipe some laser watches or something, too.
