Bit of a wtf here: I just got Internal Confinement drive tech from a recovered lab in TL-2 ruins.  :o

Has there ever been anything published detailing what the tech levels of ruins mean?

Don't complain, just roll with the high-techness and roflstomp over everything.

On an unrelated note, I've just edited in Ceres and Eris to the Sol system by modifying asteroids! I can't say for sure, but they seem pretty stable, at least when starting the game. Steve should give us more options for editing in SM: The engine seems to handle the orbits, days, and years pretty well. It also seems to handle the type of planet and the Hydrospheres fine too.

Them missing bugged me much more than it should have.

Well, to be fair, they are the largest (dwarf) planets in their sections of space.

Tech levels roughly follow capacitor tech. So TL-1 is equal to capacitor recharge rate 1 tech, TL-2 encompasses everything that costs less than rate two, and so on.

Not so high tech in the context of that game though; I was only about a year away from completing them.

How do you set up in a solar system other than Sol? It would be interesting to try another galaxy with a slightly less well endowed homeworld and more habitable planets, but every time I try a spacemaster galaxy I can't figure out where to even begin.

Turn on SM, go to F9/System Information, press Create System. That will create a new system. Do it as many times as you want.

I think the tech you get from ruins is always one tech level above what your currently have. For example, I once found capacitor recharge rate 16 from a set of TL 1 ruins. A few months late I found the rate-20 tech.

You then make a reasonably habitable planet a homeworld give it some resources, etc. and set the default player race to the newly created race. (+delete Sol)

You don't need to delete Sol if you use a Spacemaster galaxy.

I havent much exp with setting up SM galaxies.  :-[
What I remember happening was:
Set up galaxy with custom parameters and race. start game. civ has vanished and playerrace is now human at sol. SM does not reveal the custom race as playable. So I just deleted the defaulted race and started creating systems until I got one that fitted my wishes and created a NPC there, then took it over.

One could create a galaxy with only Sol systems, a parallel worlds scenario....
but that might be a bit dull.
X-ploring is such a major part of the fun in 3X games.

That would be rather entertaining, actually, especially if you set up radically different circumstances for each Earth, and then RPed the JPs as interuniversal portals. It'd make for an excellent AAR.

edit: well, fuck. My current Precursors have Magnetic Confinement drive tech, ECM-5, can absorb salvos of WH-9 missiles without flinching, etc. I'm trying to take them on with an unarmed CVL, two squadrons of ion-engine fighters, a quartet of Destroyer Escorts, and a quartet of missile frigates (which only fire missiles with WH-4). That constitutes my entire military, and I picked this system because there were only 3 Precursor ships, as opposed to the one with 7, or the one that has so many that my initial assumption was that it was an NPR.
