It's kind of "Meh". The problem is not really gamebreaking. This answer is not a full on convenience. Just a minor convenience.

When you are starting a fort and do not have a million haulers, it can be a game breaker if you want to place stockpiles in a non soil layer.
Setting the stone off to a side in an effectively an instant quantum stockpile would significantly smooth early forts progress on things like food production and moving stuff from the wagon...

Which if you play with relentless assault mod.. The difference is survival and failure of the fortress..

Of course it's "Meh..." when there is nothing in the game that can harm you really and you can dawdle for eternity doing whatever you like.
