If you're unsure of the expression, it means that you will compromise to an extent, but you wont to doing something e.g. you draw a line over which you will not step, and outside this line is a hat. And you will not step over this line and get the hat.

The line is something you will not cross. you will go to the line, but no further. When you 'draw the line' you are saying that you will not do this, no matter what, nowhere, no how.

Dad breaks out of the handcuffs in the [S.] Ascend for Wayward Vagabond.

It's a flash animation so it's tough to animate.  Also, there is other ways than GIMP.
