Maxed out? I don't think so. It was established that she had claimed godhood "before reaping the prodigious spoils from striking down a formidable endgame foe." If she hadn't reached the upper limit on god powers (assuming one exists) it is possible that somebody of a higher tier still could have won - her loss was narrow, though it has recently become canon instead of likely.
That said, it's still unlikely that god tier power will allow the defeat of LE - they're going to need to be cleverer than that. LE wins the brute force contest virtually automatically, which is pretty much the point of his character. He's essentially the guy who figures out an Unbeatable Combo and optimizes it to the bleeding edge; purely tactical, no overall strategy. The guy who figures out a way to get
this fucker out on turn 1. You can't beat that if you're playing in the way he expects, no matter how brilliant or intricate your strategy is, no matter how many countermeasures you have available. You need to go outside the box, so that all his power isn't relevant. You need
shenanigans. You need to make a deck entirely out of copies of 1 card and, when he goes to get a judge to kick you out of the game, replace every card with
Cheatyfaces you had stuffed in your pockets.
