You need three different techs: Gene Splicing for nutrients, Ecological Engineering for minerals, and Environmental Economics for energy. I have the first two.

Also, ecological damage does tend to lead to nasty pink fungus choking your infrastructure and horrible worms eating your citizens' brains.

I've been leaning mostly towards conquering my neighbors, with exploring and building new bases being neglected a bit. Anyone got suggestions for policy changes? A new tech direction would also be helpful, because I finished rushing towards Pre-Sentient Algorithms a while ago. I could go for Neural Grafting and all the fun stuff that comes from that branch of the tech tree (choppers and cyborgs). Currently I'm researching the prerequisite for Silksteel Alloys, because I need some better defence. Plasma steel isn't cutting it anymore.

You've got foils and cash, colonize and terraform the seas! Seriously, a fully-improved sea tile is awesome in basically all ways, and should provide you with a nice production, energy, and population boost. Especially if you can get the secret project that makes bases start at three, since I haven't seen that built yet.

Also, I got Alpha Centauri and the expansion fairly cheap on Ebay a few years ago.  They are great fun, but the aliens are really hard to beat.
