Heroes have magic attacks and you train soldiers by putting villagers into barracks of few different kinds. And there are two layers - city map and in-world map :P

I think it's the Dragon Throne one, since I recall the same gameplay. (or was it called Red Throne?)

There was that one first-person-perspective game (I think it was first-person) where  you were some sort of a chick who could control a dragon (which itself had a fire breath ability with a limited "ammo").
I don't remember literally anything about the story or anything like that. I was like 6 when I first played it.

It's a 4x game the developers are bay12 guys and one of the races is like living magma/rock people who eat up the planets they inhabit

Okay, here's something that should be an interesting challenge:

It was an arcade game, with multiple players (I want to say four) all on one massive screen. It was a sort of light gun shooter except the guns were mounted on swivels to allow free aim in most directions. I seem to recall that it was sci-fi themed and everyone had to blast stuff because I think they all shared a health bar.

Oh, and I only saw this game once: at Disney World in Florida, back in 2002 I think it was.
Anyone? This has been bugging me for years and by this point I'm not 100% sure it wasn't just a figment of my imagination  :-\

Dunno man.  The number of light gun games out there is seriously legion, and since the themes are all pretty similar and the bad guys mostly blend together, thats going to be a hard one.  I guess the shared health bar is a stand-out feature, but I cant remember anything like that.

A quick search turns up this Gaia Attack 4 game from 2010, it has four players and a shared screen.  probably way too new, and I dont see any references to earlier games in the series.  The light gun games I remember most were the Time Crisis series, and virtuacop.  but those were only two player.

Did it have a foot pedal to take cover, and a shoot-off-screen to reload?   those feature became the staple of many of the spin-off games.

I remember pretty much every arcade and movie theater I ever went to during those years had some shitty light-gun game that I'd never seen before, but the vast majority were all two player.  I do remember a couple of four-player shooters at the Dave and Busters down in Milpitas, but I cant remember any details about them for the life of me.

Was it a Bond game?  I seem to remember a four player James Bond light gun game...  Anyway, check this out and see if it does anything for you:

Hmm, no it definitely wasn't Gaia Attack Four. I saw this game way back in the early 2000s, and (IIRC) the guns were fixed-mounted and looked more like machine guns than pistols. I'll try asking on those other forums you linked.

Also, the browser game I mentioned earlier was called Platform Racing 2, which I've realized to be the lamest game title in history.
