That sounds more like... anti-rock-paper-scissors, like letting scissors cleave through rock just because the scissors are higher level.

However to an extent, weapons are adapted because they counter or surpass the weapons being faced.  Roman legions were ineffective against heavy cavalry because heavy cavalry wasn't around.  Legions were effective against phalanxes and shock infantry because that's what Rome needed to fight during the Marian Reforms.  Phalanx Pikemen, which the Legions defeated, were effective against heavy cavalry because that's what the Macedonians set out to defeat.  Heavy cavalry were around before legions or pikes, but due to the evolution of warfare, it evolved into Heavies beat Legions beat Pikes beat Heavies.

This continues even to modern times.  Predator drones are good against human targets in distant rural locations, so they were adopted to attack said targets but they wouldn't be much good against a conventional military.  The Pentagon needed a plane to fight imaginary boogeymen, so they invented the F-22 Raptor, which is excellent at that role.  Sadly, the F-22 was not designed for fighting real enemies, so they've never been used in combat.  F-22's could be used in the place of Predator drones, but it would be very expensive and require too much logistics.  So Predators beat Terrorists beat Raptors beat Boogeymen beat Predators.

It's not really rock paper scissors, but some weapons are more effective against each other.  Often times, the evolution naturally creates loops like this.

Hmm. Maybe each unit could have one special ability, like in Alpha Centauri? (Each unit could have up to two special abilities, such as AA, anti-fast unit, trained, radar, artillery weapons, etc.) I'm not really sure how well adding special abilities with training would work here though.

I was planning on having special abilities be determined by equipment, and possibly granted by leaders' special abilities.

Oops. Again. It's ironic how I spend entire class periods figuring out what I should do (even using a graphing calculator to compare rates of pop growth) and then I forget to do the actual turn. I'll try to find my notes and write the turn up.
