The Chaos Point thread reminded me of a old game concept I had. Somebody else taken this concept to create a campagin, which...um...went inactive. I have no knowledge of what he was planning on doing (I was playing in said campagin), but I realize, I might as well try to resurrect his idea. If you played PARANOIA, you would find this game quite similar, and this system is basically an Alternate setting for PARANOIA.
Each player controls an Agency within the CIA, and your goal is to follow orders to defend the United States from Enemy Groups that seek to destroy America. But beware! Treason is afoot! Even the Enemy Groups may have double agents within the CIA. Trust no one! Stay Alert! Keep your Magnum Handy!
Each player runs an "agency", 6 agents who are allies and work together. During a Mission, the player contorls one agent from the agency. When that agent get removed, either by death or by arrest from the Feds, another agent from the player's agency will arrive to replace that agent. The agency would be updated on the details of the mission via a wireless uplink, where the current agent on the mission would inform the rest of the agency, which is ready in case something happens to the agent.
As you prove your loyalty to the United States, you gain higher Security Clearance. You start out with Clearance 1, and you'll move onto Clearance 2, 3, etc.
Each person within the CIA has a Codename:
{AGENCY NAME}-{CLEARANCE NUMBER}-{LOCATION}-{AGENT NUMBER}.
So, Thomas-1-NYC-1 is Agent #1 of the "Thomas" agency (located within New York City), with a Security Clearance of 1.
You also have Agency Points, you start off 20 AP. You can use Agency Points to get help and favours from the CIA.

4:00-4:05: Return back to White House
