He evolves into Gyrados when he reaches a certain level. Until then his only attack is splash.

How come I'm the only one to roll? Don't I get a dodge roll? First a roll to spawn the boat and herd animals inside, then to dodge it if it falls. Stop bending the rules and killing me off.
