Nope.

They do, however, get Enchantment bonus if they have Magic Gems developed.

They don't declare Wars, but that doesn't mean they dunno how to fight them :P

Does quaking NPC provinces cause them too attack me?

Edit: Follow up question, does quaking away a NPCs crops cause them to disband their second army (if they have one) or will they just stay on 2 with a -1 to their rolls?

I tried to play chess but two of my opponents were playing competitive checkers as a third person walked in with Game of Thrones in hand confused cause they thought this was the book club.

I just noticed that Megam0nkey forgot to account for his Shrewdness bonus, that should have reduced the cost of his developments on his island.

Casting Spells it not a War Declaration... but I guess the target will be rather upset :P

They will have -1 to rolls and then during new global Turn it will get disbanded to match the new Max Army Limit.

I do not believe that you can use your armies to attack the same turn that you recruit them Megam0nkey.

Also, sorry, I left this because it didn't matter until now, but this'll change my next turns actions. This is sorta a vague answer. You previously said NPCs don't declare war, and casting spells is not a war declaration, which makes it sound like they won't respond to quake, but what does them being rather upset mean? Will they do anything? I feel like I gota check for a firmer answer before I do something stupid like quaking daggerfall and leaving 0 armies in my capital only to find out, whoops, yes, them being "Rather upset" means they'll attack.  :P

You can only recruit 1 army in each province per turn Megam0nkey. Also Navies can't do anything to armies that are on land, although they could prepare to pick up the army you are making in Balfiera by landing in Balfiera.
