Interpretation: The definition of ratification, according to google, is to "sign or give formal consent to (a treaty, contract, or agreement), making it officially valid."

Thus, players can add rules, per the immutable rule in the OP, but those rules are invalid prior to ratification and therefore have no effect.

Hm. I can't help but notice that it's possible to change rules without any votes at all. Including rules that have already been ratified. As a responsible citizen, it is my duty to patch this loophole.
