Well, it still lets people add rules. They just don't do anything until they're ratified. Technically, it doesn't say that they don't do anything until then, only that ratification must, in some sense, happen, but at that point we're playing rules lawyer.

Also, the rules do not state that players can declare rules invalid, so does your objection have any weight?
