I am curious if events outside our nation are decided from the story teller or dice rolls.

It depends. Some are random, others are scripted, and others are a mix of both. Maybe I'll rely more on random with time, as I want first to establish some big actors of the game.

Tell Anak calls for help! After annexing Lugan, the king of Zegan turned his hungry eye to its southern neighbor. A messager arrived this morning, exhausted, to share you the news and asking you to honor the alliance.

B) We must rescue our allies first. Gedur can hold for now
C) The regency didn't take the wise decision. I'll ask them to pay Nenulbinanur

(Insert a string of expletive's that go on for a hour here) Ok... lets save our ally then turn around with the combined might of our ally and our army and erase Nenulbinanur off the map easy im sure our marshals can last long enough that is what we pay them for after all. (...we do pay them right?)
