Probably both are true....

Russia probably pressurizes gas reservoirs by injecting water into them like everyone else does (or they may have limited ability to stop aquifer/surface water from flowing into the reservoir). So, the gas extraction sites may not be able to stop producing without risking damage to the infrastructure.

So, Russia would have pushed the gas down the distribution line on the possibility that they would be able to export it. And once their storage capacity was filled, they lined up 5 pipe stacks near the Finnish border to burn off the excess, with the middle pipe stack burning the brightest.
