Flamethrower does not hurt directly, so Fury Swipes fail.

I'll clarify the wording a bit,

From: > Fury Swipes: Hurt 4 the last Pokemon to act, if it wasn't you, and they hurt you.

To:> Fury Swipes: Hurt 4 the last Pokemon to act, if they hurt you on their turn.

Arcanine, use Rest!

Because it's the only way to cure burn outside of poke-specific abilities, and because multiple pokemon can win at high health.
