I feel like you think launch platforms are in cities? They are separate. Also, you spent $1B last turn on raising DEFCON, so you need a bit more research to get Interceptors.
It didn't take all that long for the foreign parties of Peaceland to arrive in the lone city of Ignorantropolis. With as much resources and cold hard cash they brought with them, the people of the city lauded them as gods. The common perception seemed to be that if the Ignorants could just manage to pull themselves up by the gnarly bootstraps that were tying them down, they'd be able to have all that money too!
Indeed, schools were built across the city! Education centers and more. However, as Ignorantropolis has an extreme anti-immigration policy, they were made to teach themselves. The echo chambers that these schools became actually managed to collectively lower the intelligence of the Ignorants by about three points.
