I'm trying to make sure each continent's inhabitants' specialization makes sense. Thoughts?

It looks good, but are the spinning and lightning shooting obelisks magic, or are they something else?

They may be magic, they may be technology, or even beast. It is undecided.

Fact Proclamation: Organic grasses exist.

Some of the organic organisms develop photosynthesis and develop into grasses.

some organic creatures live in water, some are filter feeders, some are photosynthetic, some are scavengers, and some eat other creatures

Rule Proclamation: If a player's proposal is accepted then they earn points. The number of points earned shall be chosen by the TNWG at their discretion.

(The number will be probably be whimsical at first until I come up with a metric but trying to farm points by coming up with dozens of simple proposals won't really work. Three rules of complexity level one* will earn less points than one rule of complexity level two. Go for complex rules. Also, the points don't matter now but they will matter later so try to earn them.)

*These complexity levels are fairly nonsense but it is something that people will have to deal with until I come up with something more concrete.

That sounds alright to me. I'll give that... say five points.

Some small organisms develop in the oceans and streams of the world. Some feed on the nonexistent sunlight, some feed on organic detritus, some feed on others, and other feed on the dead. The Overclockmaker looks at this development. "I wasn't really planning on having much aquatic life but perhaps something interesting might happen."

Oh I thought we had a sun
Fact sun
Techno’s orbits a Star, from which photosynthetic organisms receive photons

Also, whenever I add the continents I'm going to add RPG mechanics. Anyone that helps gets stuff.
